These buildings on Third Avenue (the "Third Avenue Complex"), seen on July 23, 2002 at 2:40 p.m., show what permafrost can do to buildings. The freezing and thawing of the upper portion of soil (the "active layer") can throw buildings, highways and trees far off vertical - if these buildings didn't lean into each other they probably would have collapsed decades ago.
